New contracts in downtime

As in Oil and Gas Business Development firm we wanted to share with you a peculiar observation we've made in the past couple of months.
Despite the recent sanctions on Russia as well as the weak currency and market downturn, we have managed to secure 3 contracts in Russia.
How could this be? What are your views?
